Identifying Critical Issues

I'm looking for insights or experience in identifying critical issues. My supervisor would like all of his areas to identify what the critical issues are of our community. Here is an outline of what he's looking for:
1. Must fall within the six dimensions of wellness (Intellectual, Social, Spiritual, Physical, Emotional and Occupational) from Bill Hettler, MD - National Wellness Institute
2. Must be supported by Community specific data or could include regional/national data if community data doesn't exist
3. Identify what the critical need is (more than 1 can be identified but only 1 per report)
4. Report should be no longer than 2 pages
5. Three (3) weeks to complete

I am trying to help explain or frame the request to his direct reports. Where I am having a difficult time is in the three weeks to complete. I feel like there is a big assumption that data exists and we know what it says without it being our "opinion". Does anyone have any feedback on the request.

Thank you

For those of you that work with HR and business leaders on change projects, what change management model and set of tools are your "go to". For years I used Implementation Management Associates. Recently, I've been looking toward Proci's ADKAR model. I am looking for something that is simple enough for non-change experts to use, but robust enough to get results.

Need Guidance and/or Mentor for New OD Professional

Hi there, I am new to my company and work as a franchise development consultant to Real Estate Agent Brokers. I need guidance and/or advice for defining just what my organization is so that I can implement OD methods to grow my region.
Our primary client is the franchise owner and our role is to act as a consultant for our clients in a specific region which typically has 50 - 60 owners. We stay with these 50 - 60 owners for years unless you are moved to a different region. The goal is to consult to help influence our owners to recruit real estate agents and grow the company/brand and my region currently has approximately 1,500 agents. The region I have taken over has been with the company for many years so, the motivation is low and feedback from brief interactions has been quite negative. The past 5 years, the churn of agents has increased from 17% to 22%, market share has declined and we also had a negative net agent gain in 2017 so, my focus is to:
- gain insight from owners via in-person interview to determine what are their needs
- implement performance improvement methods by coaching/consulting with owners to influence them to work towards recruiting more agents
I am struggling to define and view my region in such a way that will allow me to implement OD methods. I am starting to introduce myself to my owners and would appreciate any mentoring or advice to define my region so I know which direction to move in improving processes.
